Ambiguous license in spec file: 'GPL'

The license as specified in the spec file for this project is just GPL, which is ambiguous. From the COPYING file I see that this is GPLv2, but should it be GPLv2 (do not allow users to follow terms of GPLv3+) or GPLv2+ (allow users to follow terms of GPLv3 instead)?
