Measurement.py Method `stack_measurements` Yields Suspiciously Bad Scaling of Measurements by TDCFs

Citing LHO aLOG 66871, and comparing page 1 against page 2 of the attached .pdf, the output of stack_measurements method inside measurement.py module seems to produce bad corrections for TDCFs, and somehow only in magnitude.

More likely to be user error than a code bug, but I copy here in case it ends up being the latter.
