need tool (callable & CLI) to list the active exported report at any given GPS time

this can't be satisfied by simply listing the reports tagged as 'exported' for a few reasons:

1. the time the report is exported often does not line up with the time stamp in the report id
2. a report may have been exported multiple times and contain multiple time-stamped exported tags in the git history. These tags will need to be searched for and properly to be know what version of what reports represents what's been pushed to the front end for any given GPS time.
