Need measurement.py method for DELTAL / PCAL TF which folds in high frequency and pcal corrections DTT measured BB and Swept Sine Measurements

Apologies if this already exists, or it's a closed issue, but in taking transfer functions like that in LHO:63285 which measure the DELTAL / PCAL transfer function, both PCAL and DELTAL have corrections that need applied (that pyDARM should have already) before the transfer function truly represents the systematic error.

Namely, all the stuff that's discussed in T1900169, and shown in Figure 1.

At the moment (i.e. from the above mentioned aLOG), this correction has been computed once (probably at the beginning of O3), uploaded to the template, and the same (now very incorrect) corrections are still being used, and thus, the status of the calibration's systematic error is mis-represented.
