why is test_app.py::test_util_frame_compare failing?

This test is comparing frames written/read/written with the static pipeline. the frames should be byte-for-byte compatible, there should be no differences. However there are occasionally very high-precision differences in one or a couple of samples in the frames. We should sort out why this is happening.
