Added evidence scaling and uncertainty

Since there is some interest in comparing evidences between population models, we should be careful to report evidences that reflect the N_eff cuts we put in. Right now, we do not have a parser arg to specify thresholding on uncertainty (we should add this), so this function currently will only calculate the scaling from the per-event N_eff and selection function N_eff cuts.
