rtcds: change default model build to kernel space instead of user space.
The default build can still be set back to user space by setting USE_KERNEL_MODELS=false in the environment.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT.
