Cleanup, minor work towards removing historical dcuid limits

Removing #if 0 blocks from gds code.
Removing obsolete defines IS_ANALOG_DCU IS_HEPI_DCU
Removing some obsolete hardwired DCU IDs

More work on #245 (closed).
