cps_recv accepts possibly wildly invalid times and causes daq crashes

Invalid times are being sent by h1oaf1 when there is some glitch/corruption on the dolphin that gives it its time. This then gets passed onto the daqd via the cps_recv process. The daqd sees a time jump and aborts.

There is some hints that it is a large time jump.
