RCG 'install' step needs to create chans/tmp, chans/ipc and touch chans/ipc/IFO.ipc file

When installing the first model through 'rtcds install' which calls RCG install scripts, most required directories are created. However the following are still needed /opt/rtcds/site/ifo/chans/tmp /opt/rtcds/site/ifo/chans/ipc touch /opt/rtcds/site/ifo/chans/IFO.ipc if it does not exist.
