RCG allows building models with a DCUID that the daqd/awg won't work with

You can build a model with a dcuid of 1, and the daqd will not read it. This comes down to having old reserved dcus that we skip.

We should probably:

  • get rid of these reserved DCUs
  • have the rcg declare it a compile error if an invalid dcu is used.
