Commit Debian 10 RT kernel config file

Check in the existing kernel config file (and matching patch fie) for Debian 10 RT (kernel 4.19.67) to the 'patches directory'. This will allow the merge requests for other tickets to build on it (as some modify the config file as well as the patches)
