AWG TP MAN using incorrect FE model rate

The awgtpman process uses an incorrect model rate when calculating if test point requests would exceed the allotted 4MBps. This applies to models running slower than 16kHz (e.g. ISI, HEPI and ASC). It manifested itself with h1asc when no more that 37 testpoints could be opened even though the data rate from the model was at 2MBps. The model rate is also written as the first line of the awgtpman's log file, which is incorrect for slower models.

The model run rate is passed to the awgtpman as a command line argument.
