Downstream daqd stop when front-end rebooted causing data concentrator DAQ restart

See TST log 13366 If a front-end has gone offline or rts-cps_xmit stops running, the /usr/bin/daqd (rts-daqd) on the data concentrators (DC) keeps running but those on downstream machines (FW/TW/NDS) being fed by dix_recv stop taking in data. A restart is required to get them running.

The preferred behavior is that they keep running, marking the data from that DCUID as bad
