Guardian load button didn't load code

We modified the file: /opt/rtcds/userapps/trunk/sys/common/guardian/ifolib/rs_power_control.py

We then hit the load button for the PSL node. /opt/rtcds/userapps/trunk/psl/l1/guardian/PSL.py which does a from ifolib.ifo_power_control import IFOPowerStep

It didn't update the code (as evidenced by testing it multiple times). We were reducing the dB step size for the LSC input matrix by a factor of 2 (.i.e. square root scaling).

Eventually, we used guardctrl restart PSL, which did work and did pull in the code change.
