Manager node goes into error when requesting valid state of subordinate

The H1_MANAGER node requested ISC_LOCK to the INITIAL_ALIGNMENT state, then INIT, as has been done countless times before successfully. However, H1_MANAGER went into error when making the INIT request, saying that that's an invalid request. Reloading H1_MANAGER seemed to clear the error without the need for any code modifications. Logs from both nodes at the time are attached.
