Automatically upload igwn metapackages to anaconda.org

Once #18 is complete, we need to automatically upload the new igwn metapackage to a channel on anaconda.org, which will require some tooling with tokens.

This will almost certainly go to the igwn channel, I suspect the infrastrcture doesn't fit well with conda-forge.
