Provide CUDA-enabled environment

There are a number of fairly mature projects that would benefit from a CUDA-capable IGWN Conda Distribution environment, built for and enabled to run on CUDA-compatible GPUs.

This will necessarily be separate from the 'CPU' IGWN Conda Distribution environments, but we should be able to use much of the same infrastructure to build it out.
