Update home page for dqsegdb client code in setup.py

The home page for the dqsegdb client code in setup.py refers to http://www.lsc-group.phys.uwm.edu/daswg/, which is dead and not coming back. We should figure out a suitable URL should replace it.

Does it need to be a public page, or is a non-public page like https://wiki.ligo.org/Computing/DQSEGDB OK?

Any other locations that should be similarly updated? (That line in that file is the only instance of phys.uwm.edu in the repo.)
