Modify all other segments* servers to redirect web connections to segments-web

As per a suggestion from Stuart Anderson, we should set up all non-segments-web segments* servers to redirect from [server].ligo.org to segments-web.ligo.org.

While doing that, it might be helpful, in the interest of correcting end-users' errors, to have segments-web redirect http connections to https (as discussed in Apache documentation, which was referenced from this page), rather than giving users the current "This site can’t be reached", "segments-web.ligo.org refused to connect." when attempting to access http://segments-web.ligo.org/.
