segments-web 2 - add link to dqsegdb Issues page

A DetChar chair suggested adding a link at the bottom of the segments-web 2 home page [and might be good for the segments-web "classic" home page, as well], linking to the Issues page for dqsegdb ( https://github.com/ligovirgo/dqsegdb/issues ). The "Report an issue" link at the bottom of the Summary Pages was given for comparison (e.g., https://ldas-jobs.ligo-wa.caltech.edu/~detchar/summary/ ).
