segments-web 2 - make flag filter box more prominent

Ryan had suggested that the box to enter text to filter flags might not be prominent enough, as it currently has some text when empty ("Start typing part of a flag name here to filter..."), but no border or coloring.

Maybe also worth noting - if the user has typed in some text, then moved the focus to another part of the page (such as by entering a GPS start or end time), the filter text becomes even less obvious, being just that bit of text on a white background, with no borders around it.

Maybe add a colored border around that text entry box or change the background color for that box?
