Recommend lintian configuration file

This component project should support and recommend using a lintian configuration file for configuration, rather than the verbose lintian_options input.

We can probably set a default LINTIAN_CFG variable pointing at .lintianrc and recommend users to create and maintain that, the tool doesn't seem to complain if that file doesn't exist.
