Refactor ad-hoc template from gitlab-ci-templates

The ad-hoc CI templates from the docker.yml file in https://git.ligo.org/computing/gitlab-ci-templates should be refactored as a CI/CD Component.

We should also leverage the improved template from https://git.ligo.org/docker/cicd.
