Have flake8 job fail when flake8 flags problems

Would it be possible to add the functionality to have the flake8-code_quality job fail if flake8 finds any issues? We've grown to rely on the ci job failing to flag issues in GWCelery, and I worry issues will start filtering through if we have to remember to check the quality report manually.
