Add sccb/request CI component

It would be great to have a properly-supported sccb/request CI component, that can retrieve the current SCCB Request template, insert details for the relevant project/release, and then post an issue.

Most of the required logic is already present in workflow/sccb.yml (in gitlab-ci-templates), with the exception of always using an up-to-date issue template.
