Automated restart of shibboleth pods

Whenever gracedb pods are restarted, shibboleth pods should be restarted as well or there is a mismatch that causes this issue #1 (closed). For the time being this is done manually, but the process should be automated (either via liveness probes or some other k8s mechanism).
