Mutually exclusive labels

As discussed in emfollow/gwcelery!500 (merged) consider making some sets of GraceDB labels mutually exclusive so that clients (e.g., gwcelery) can change which one is set in a single transaction, e.g., setting DQOK would automatically unset DQV.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
