Proposals and comments for curated event pages

As the public-facing GWTC-* (curated) event pages are developed, I'll be taking feedback on this ticket before going live. Further background on the curation process can be found here: https://dcc.ligo.org/LIGO-T2000569.

In particular, I'll be looking for feedback as to how to properly distill all the information that's already in GraceDB in such a way to be digestible and clear for readers outside of the analyst community.
