Update token issuer/scope to new IGWN issuer

The GraceDB server needs to be updated to accept tokens from the new issuer:

scopes: gracedb.read

Given how early in the scitokens roll-out we are, it's probably not necessary to also accept older tokens, we can just bump users onto the new ones.
