Enable sorting based on column headers in the neighbors table on event pages

Description of feature request

Enable sorting of events in the neighbors table on the event page by any of the columns. Specifically, I would find this useful for tracking latencies and comparing FARs and SNRs via the web interface. Just having this as a "click header to sort / toggle" would be useful.

Use cases

I would find this extremely useful in examining and troubleshooting latencies in the early warning analysis (e.g. events like https://gracedb-playground.ligo.org/events/G940563/view/). It would be really nice to track how these events evolve.

Easy diagnostic via the web interface.
