Request for ' SNR-OPTIMIZED ' label

PyCBC would like to add a label SNR-OPTIMIZED to events uploaded by PyCBC's snr-optimizer. Currently the only way to identify such events is through a comment in the event log, see for example https://gracedb-playground.ligo.org/events/G907237/view/ . Having this label would be useful to easily find and identify these events as a distinct type of upload from PyCBC.

The description should be 'Indicates that the event was uploaded by the PyCBC SNR optimizer as followup to another PyCBC event.'

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
