Add S-event ID to the advocate signoff popup windows

Meaning: replacing the first sentence of the popup messages (three different ones I think)

by

You are attempting to create/update/delete an Advocate Sign-Off for Superevent SYYMMDD (...)

That would give advocates one more chance to check they are about to signoff for the right event.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
