Change datatype of Retraction field in VOEvent to int

All of the other flag-like params in VOEvents have dataType="int" and value="0" or value="1". The Retraction param is the exception. Please change the Retraction param to match.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
