Add client support for SciTokens

The GWDataFind client needs to support SciTokens as an authorisation method.

I (@duncanmmacleod) am working on this and have a branch ready to go that implements it (this ticket is mainly here for auditing). But it is waiting on https://github.com/duncanmmacleod/igwn-auth-utils/pull/5 to be published.
