Need FrameStreamPlan to implement checks against the run number to allow reuse of a frame TOC

The NDS1 server uses an IFrameStreamPlan object that is used to read consecutive frame files. The object should check the run-number of the new frame and see if it is compatible w/ the currently help TOC, and read the new TOC if needed.
