ldas-tools-framecpp-swig-2.6.4 tarball doesn't include GPL COPYING file

ldas-tools-framecpp-swig-2.6.4.tar.gz doesn't include the GPL COPYING file. Its inclusion is a condition of the license, so needs to be added; hopefully its a simple change to the dist builder.
