Need all -swig distributions be dependent upon ldas-tools-cmake

All of the LDAS Tools swig based packages use CMake and the macros defined in the ldas-tools-cmake package. Debian, Red Hat, and MacPorts control files need to be modified to reflect this build time dependency.
