Migrate local-plugins from dashboard2-configuration to igwn-monitoring-plugins

Many of the monitors in the local-plugins/ directory of the dashboard2-configuration project are fairly generic, and may be useful for local/internal monitoring of a number of systems.

So, the igwn_monitor Python library and the associated check command scripts should probably be migrated into this project to be distributed as a single Python package.
