Rename Python package to igwn-segments

The Python package provided by this project needs to be renamed to be distinct from the upstream project. The recommended name is igwn-segments in a flat namespace (not a ligo namespace package) igwn_segments.

This would require users who wish to migrate to replace import ligo.segments or similar with import igwn_segments.
