Debian metapackage gds-dev depends on {removed,non-existing} gds-base-framexmit-dev

With the latest GDS suite, gds-base-framexmit-dev doesn't get built (did it ever?), but the dependency is still there and prevents lscsoft-all from being installed (via lscsoft-internal-dev, lscsoft-gstlal-dev and gds-dev).

The gds-dev{,el} metapackage should drop this dependency to restore installability of the whole set of lscsoft-*.
