lscsoft-all needs "version" update

lscsoft-all has undergone several changes since its last "official" version (20191007). To make the transition from lscsoft-auth to igwn-iam effective for systems to be upgraded (on Debian at least), a new version of the metapackage reflecting the new dependency is required.

@duncanmmacleod since you authored the commits following the previous release, can you add a short summary to the changelog and assign a new version number?
