igwn-cvmfs depends on cvmfs-config instead of cvmfs-config-osg

The igwn-cvmfs metapackage depends on cvmfs-config which is a virtual package. In Debian, cvmfs-config is provided by both cvmfs-config-default (present in the CVMFS production repository) and cvmfs-config-osg (provided by OSG).

For some reason, the last setup of Hypatia consistently chose cvmfs-config-default instead of cvmfs-config-osg, causing all sorts of strange failures (but I suppose only this one makes sense for IGWN?).

Please change the dependency, at least for Debian (I don't know the situation of RPM packages). Thank you!
