Add python3.X-devel to igwn-dev-tools for EL8/9

As per https://git.ligo.org/computing/helpdesk/-/issues/6163, we should enable 'alternative' python packages for EL8 and EL9, probably as part of the igwn-dev-tools.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
