Standard of evidence for adding channels to list

Based on today's telecon, here are the criteria necessary to add a channel to the list. I've opene a variety of discussion threads on these topics. Please use the reply function to respond to specific threads so that we can keep discussion organized, and only start a new thread if you have a new issue/idea to raise.

1. Channel is currently in frames. (Missing channels and planned channels that are not currently in frames should have an associated git issue opened, and should not be in the lists until they are also in frames.)

2. We have an understanding of what the channel is monitoring.

3. The channel is not redundant with other channels.

4. We have reason to believe this channel is useful.
