New channels at both LHO and LLO

LHO new channels:

H1:LSC-REFL_RIN_DQ
H1:OMC-REFL_A_RIN_OUT_DQ

Are these channels worth monitoring? Do we have safety information on these? And LLO:

L1:OAF-CLEAN_SUM_OUT_DQ
L1:OAF-IMC_WFS_B_I_PIT_PREFILT_OUT_DQ
L1:OAF-JITTER_SUM_OUT_DQ

I guess since we're already monitoring the OAF channels for NonSENS subtraction that we should also add these as unsafe
