Refactor command line functionality and add missing entry point

Point release to address the following:
- Move from github to git.ligo.org
- Use pyproject.toml instead of setup.cfg / versioneer
- Add contributing and release guides
- Remove linux system packaging
- Use gpstime for GPS time conversions not astropy
- Change DMT Omega labeling for V1 triggers at CIT
- Change default file extension for omicron files to h5
- Compiled re expressions should use raw strings with escape characters
