In the KDE clustering and `ligo-skymap-from-samples`, disable OpenMP
parallelism if Python mulitprocessing parallelism is enabled. This
will prevent the program from spawning an excessive number of
threads.

Fixes #7.

This reverts commit 101f6191.

The original Python code was correct, but the comment was wrong.

This reverts commit b436790d.

For backwards compatibility.

Undo workaround from b3ec881b.
