preferred pipeline functions

GraceDB has added preferred pipeline functionality, and has two new API calls that I know of to interact with this feature: add_preferred_pipeline_event and remove_preferred_pipeline_event. Gracedb-sdk needs a way of accomplishing the same thing.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
