gsissh has been phased out on the IGWN hosts.

See lscsoft/pesummary#269.

Flower >= 1 requires Celery 5.

We are using such an old version of Celery that our documentation
references are no longer correct.

Sphinx 4 removed the symbol `sphinx.domains.python.PyModulelevel`,
which is reference by Celery 4. Revisit this version constraint
after we upgrade to Celery 5.

Calculate the path of the Jinja template directory relative to
`__package__` (which equals `'gwcelery'`) rather than `__name__`
(which in this context equals `'gwcelery.jinja'`).
